Overview

Secretary of State Marco Rubio met Venezuelan Foreign Minister Oliver Blanco at the State Department in Washington on Monday. A department readout says the two discussed progress in Venezuelan-led reconciliation talks, including institutional reforms meant to lay groundwork for free, fair and credible elections. Rubio asked Venezuela to free the political prisoners who are still held.

The BBC reports that more than 1,000 have been released since a US raid in January removed Nicolás Maduro. Foro Penal, a Venezuelan prisoners' rights group, says 322 people are still detained. Maduro was taken to the US to face drug trafficking charges.

The State Department said it remains committed to President Trump's three-phase plan for Venezuela, which ends in a democratic transition. The Associated Press reports that Venezuelan authorities and opposition figures agreed two weeks earlier on a blueprint to reform the electoral process, and that elections could be held at some point in 2027. Interim President Delcy Rodríguez has said there will be elections but has given no date.

Opposition leader María Corina Machado, who returned to Venezuela on 25 October, is pushing for a vote in 2027. Blanco also met Treasury Secretary Scott Bessent.

a phased plan before elections, oil deal alongside

Al Jazeera English leads with the US urging Venezuela to stick to a step-by-step path of recovery and reconciliation ahead of any democratic elections. It notes that neither Rubio nor Foreign Minister Oliver Blanco spoke to the media after Monday's meeting, and relays the State Department readout reaffirming Trump's "three-phase plan". It places the meeting nearly a year after US forces took Maduro from Caracas, and gives much of the report to oil.

It describes a September deal in which the Pentagon gets a 35 percent stake in North American Blue Energy Partners, with 100-year rights over 17 oilfields, and says the Trump administration puts the US right to buy at 20 percent of output at cost. It quotes Machado saying the agreement "does not reflect the levels of transparency that Venezuelan society wants". It adds that Rodríguez promised elections without naming a date.

prisoner releases and a push for election timelines

BBC News leads with Rubio urging Venezuela to free its remaining political prisoners. It cites Foro Penal, which says 322 people are still detained, after more than 1,000 were freed since Maduro was seized. The BBC adds background on the 2024 election, quoting the Carter Center that it "could not be considered democratic", and quotes Rubio saying change cannot wait: "Not in 10 years, not in five years, not in two years".

It notes Rodríguez gave no timeline, while Machado pushes for 2027. The Seattle Times, running an AP report, leads with the US pressing for fast progress on election preparations. It mentions the blueprint agreed two weeks earlier, for elections at some point in 2027, and describes the meeting as "one of the highest-level encounters" between a senior Trump official and Rodríguez's government.

It says Blanco also met Treasury Secretary Scott Bessent.

Rubio's case that Maduro-era election machinery must go

The Epoch Times leads with Rubio meeting Venezuelan Foreign Minister Oliver Blanco in Washington to discuss reforms toward free and fair elections, and it quotes the State Department statement on the reconciliation talks. It repeats Rubio's remarks from the week before that the current election infrastructure "was designed by the Maduro regime to rig elections", and his question about a supreme court that is "fully politicized". A separate section covers Blanco's meeting with Treasury Secretary Scott Bessent, with the Treasury statement on boosting energy production and reconnecting the financial sector.

It says Trump has repeatedly praised Rodríguez's cooperation with the United States. It closes with background on the July 2024 election, saying Edmundo González, the opposition candidate, won by a wide margin before the National Electoral Council declared Maduro the winner. The Washington Times carries the headline "Rubio meets Venezuelan counterpart as U.S. presses for progress on election preparations".

Its opening line says the administration is pushing Venezuela's interim government and opposition groups to move quickly on election preparations.
